Our Story
From Volunteer to Founder
InPublic Systems didn't start as a business. It started as a problem that needed solving.
While volunteering with a national conservative advocacy organization, Jeannie built a multi-state legislative tracking system from scratch — monitoring bills across five states, analyzing them through a consistent values-aligned framework, and delivering actionable intelligence to leaders who needed to move fast.
Jeannie recognized that what she had built for one organization could serve many — and that most conservative advocacy groups were fighting without the intelligence infrastructure they deserved. InPublic Systems was founded to change that.
As a naturalized U.S. citizen who immigrated from the Philippines, Jeannie understands firsthand what it means to fight for the values that make this country worth defending. Her academic background in Asian Studies and oral history methodology taught her to listen carefully, ask the right questions, and find the signal in the noise — skills that translate directly into the intelligence work she does today.
What does "conservative" mean?
It depends on who you ask. That's a real problem.
I'll tell you what it means to me.
Conservatism, as I understand it, is not a political party. It's a way of seeing the world. Thomas Sowell described it as the recognition that human nature is fixed and flawed, and that good intentions don't guarantee good outcomes. Institutions, traditions, and ordered liberty exist because generations before us paid for them. You don't dismantle them lightly.
Clarence Thomas built his judicial philosophy on natural law — the conviction that some rights are not granted by government. They are inherent to human dignity, and government's job is to protect them, not redefine them. That's the foundation I stand on too.
And Charlie Kirk's question cuts to the core: what are we trying to conserve? The answer is Western civilization, the Judeo-Christian moral framework that built it, and the ordered liberty that lets families, communities, and faith flourish.
For me, all of this is grounded in something more fundamental than politics. I believe every person is made in the image of God. That single conviction shapes how I see policy, people, and power.
So here's where I stand:
I believe in limited government and individual liberty. I believe life begins at conception. I believe marriage is between a man and a woman. I believe parents — not the state — are the primary authority over their children's education and upbringing. I believe the First Amendment protects speech and religious practice even when it's inconvenient. I believe secure borders and sovereign law matter. I believe the rule of law applies to everyone equally.
I hold these convictions without apology.
Who I work with:
I serve conservative and faith-based organizations. That's my lane, and I'm committed to it.
But I also believe that issue-by-issue alignment is real and worth honoring.
If you're a pro-life Democrat working to protect children in your state legislature, I want to help you track that bill. If you're a civil liberties advocate who doesn't share my full worldview but is fighting surveillance overreach, we have common ground. If you're a parent trying to protect your kids from harmful legislation regardless of your party registration, your concern is legitimate and I'll work with you on it.
I don't require ideological uniformity to be useful to you.
What I will not do is hide what I believe to make a partnership more comfortable. I won't pretend my values are neutral. They're not. Neither are yours.
The question is whether we can do good work together on the issue in front of us. If the answer is yes, I'm in.
